Abstract These appear to be times of bewildering transformation and change in the structure and organization of regional and urban-rural economy and society in contemporary China.Although the strategy of regional harmonious development and the strategy of urbanization were put forward and carried into execution successively since the middle of 1990s,these two spatial strategies lack the intrinsic linkages and serve for different purposes.Based on the ideas of the"scientific development concept "and the" five balanced aspects"proposed by the CCP and central government since the Third Plenary Session of the 16th Central Committee,this paper discusses the problems and challenges of promoting the regional harmonious development and speeding up the urbanization under today China's national development strategies.In order to realize the win-win between the economic efficiency and the regional equity,China should integrate the strategy of regional development and the strategy of urbanization and implement a new national strategy:to foster and develop some large urban agglomerations.In the paper,the necessities and feasibilities to establish and implement this strategy are analyzed thoroughly.This new strategy centered on the large urban agglomerations should face and resolve the following problems and challenges:1) how to realize the modernization under the hard constraint of so many people but scarce land;2) how to realize the regional harmonious development and the urban-rural harmonious development;3) how to set up the new economic system of resources-saving and resources-recycling;4) how to participate in the global competition and cooperation;5) how to drive the long-term economic growth;and 6) how to foster the civil society of high urbanization.
